Yes there's a guy that used to sail a lot locally who built a house on the east end of the lake (Troon Ct). He had a garage for rigged sails,etc. I never sailed there but it looks like a good long fetch for west winds, maybe ~3/4 mile.
I have not tried Windward but I have tried Stone Mountain lake which is excellent on a West or East.
The sign specifically states no Windsurfing in the lake but it does not exclude Hobie Cats. Norrow lake so lots of tacks and only allowed to sail dusk to dawn and up to 11:00 am on Sat and Sun.
I have windsurfed it probably 4 -5 times - I live in windward. You have to have very modest goals like "gee I got onto a plane for 2 seconds". That is because of the comment above; the wind has a hard time being clean in there. Usually the direction is a little off and then it is messed-up.

I bought my first board from a guy who lived at Windward. I seem to recall he said he tried it, but the wind was too squirly.
I've got a tiny lake very near my house - Bull Sluice lake (upstream of Morgan Falls dam). I'm thinking of trying that some time.
