Hookipa is such a concentrated place (only about 200 yards wide where the waves line up) that I'm surprised these problems have not gotten out of hand before.
I will not comment about who was right and who was wrong from four thousand miles away, but it does seem that the punishment was extremely harsh. Even for careless driving one does not have his car taken away.

Anyway, I agree with Randy. Maybe we could also make our own 10 windsurfer rule (well, better make 5) -- 5 windsurfers on the water, all jet-skis must leave the water!
