I'm not aware of a certified instructor in the Atlanta area. You'll most likely end up on the coast, OBX or FL for proper lessons. OBX is a long way by car but an amazing kite (and windsurf) destination.
Yeah, webguy's right about lessons, nothing around here. Nice shops all around Florida and OBX, Charleston, spots in Caribbean, etc. Unfortunately, Lanier is not beginner/intermediate friendly. About gear, most shops include lesson gear so crash their stuff and wait till your riding upwind before investing, you'll want several kites. Used gear will work, but try to avoid anything ancient or worn-out. Start with a 2-line trainer kite in an open field, I'll sell mine if interested.
