Vanns Tavern should be pretty sailable on a S. The lake runs SW/NE on the main channel. A bit of a wind shadow from the islands, though, if it goes past S to SW.
Is there a place to rig at West Bank Park and would that be a good place to sail from on a South wind day?
Yes (on rigging) but No on direction. West Bank Park on due S would be straight off-shore - and likely very little wind near shore. It might be possible to drift out from there, but getting back in would likely be a problem.
Tidwell isn't that far from West Bank and is a good spot for South winds.

I think they have one of those little boxes you can put money in but its probably the "honor system." If you need info on getting an annual pass (its good for 12 month - $30 last time I bought one but it may be a little more now) let me know.
I usually unload my gear near the boat ramp and then park by the rest rooms.
