Azalea Park is really the place on the river for sailing. Morgan Falls Overlook park has never looked any good - I live a few minutes from both. Morgan Falls also has a long trek down to the water to a not very good launch. I've paddled at both. In case you missed it, I did a few videos about sailing at Azalea.
